About the job:

We are looking for an experienced administrator to join the team at Northamptonshire County Council as a Brokerage Officer effective immediately. This role requires extensive administration experience, and a background in social care would benefit you in the overall understanding of this role.

As a Brokerage Officer you will broker and place care packages within the prescribed time frames, budget and quality. You will provide support, advice and information to care managers, providers, clients and carers and seek innovative and imaginative care solutions for service users with a variety of need.

  • Proactively and assertively engage with social workers and operational teams in using Brokerage to find creative and cost-effective solutions in accordance with needs assessments and support plans.
  • Select suitable provider/s in conjunction with NASS, service users and their families that best meet the outcomes and provide value for money.
  • Identify a selection of suitable providers, through Frameworks, the Dynamic Purchasing System and Block Contracts. who can meet the outcomes of the support plan and needs assessment.
  • Once the provider has been identified and the procurement route established, the postholder will ensure contractually and appropriate cost will be met in the placement of these packages with those suppliers.
  • Ensure that all data on the NASS social care database is accurate and timely to allow for the production of regular and ad hoc information and reports.
  • Receive, share and analyse information sent from providers as part of the conditions of their contracts.
  • Build relationships with providers to able to contribute and inform quality monitoring process on providers to ensure contract compliance.
  • Assist in the collation of concerns, complaints, and to share necessary information ensuring the provision of an adequate and timely system of responses to service user’s complaints.
  • Establish and maintain good working relationships with provider organisations and to liaise with providers and clients to ensure that variations in care are accurately provided and recorded.
  • Provide cover for other Brokerage Officers in their absence including when necessary and cover any other duties that fall within the remit of this role.

  • The ability to multitask
  • To be able to act independently with less contact from manager, using own initiative to work within departmental policy and manage own workload, seeking advice when required.
  • The ability to resolve day to day problems independently, using own judgment and analysis of the situation to come to a decision where there are a few options or solutions available, for example booking panel appointments, assisting with support plans and being able to re-prioritise work in the event of unexpected situations/interruptions.
  • Good general standard of education 5 GCSE, grade C and above including Maths and English.
  • At least one-years’ experience in an administration-based role
  • At least one-years’ experience working in a fast-paced office environment
  • Experience in data input
  • Experience of partnership working
  • Experience using the CareFirst system (Desirable)
  • Experience of working in a social care setting ideally in commissioning or care management team. (Desirable)
  • Experience of negotiating care packages and costs with service providers (Desirable)
  • NVQ Level 3 in relevant area [Social Care/Health, Project Management, Housing] (Desirable)
  • Holiday entitlement of up to 31 days per annum, pro rata (including bank holidays).
