About the job:

We are currently working with a local government in the East Anglia region who are seeking a Democratic Service Manager for an initial period of 6 months.

As Democratic Service Manager you will be responsible for the effective management and operation of the Democratic Services section, including committee, member support and scrutiny services. You will also assist in the provision of electoral services when required.

 

  • Ensuring that meetings of the council and its committees are appropriately scheduled recorded and advertised, documents for consideration are issued in a timely fashion, the conduct of business is effective and that decisions are recorded and published as required by legislation and the council’s constitution.
  • Support the Council’s decision making processes by ensuring all statutory and non-statutory activities associated with holding, conducting and recording decisions of Council meetings, particularly its Executive, within prescribed deadlines by:
  • developing and maintaining procedures for the submission of reports in accordance with corporate priorities;

-To be responsible for servicing and providing advice and support to committees, panels and forums and ensuring that these services are maintained in an efficient manner by officers within the team;

-Compiling and issuing agendas and minutes and decision sheets of meetings in accordance with corporate and statutory requirements;

-Planning and maintaining the council’s Forward Plan and work programmes and ensuring its publication by the due statutory deadlines;

-Attending meetings and providing advice to officers and members;

-Ensuring efficient and effective processes are in place linking the decision making processes between the executive and scrutiny committees and vice versa;

-Planning and arranging meetings of the council and its decision making bodies.

  • Supporting officers and members of the council and its committees and the executive in particular, in terms of the decision making process and specifically in respect of non-key decisions;

-To provide support and advice to members on the council’s decision making processes and related matters such as the provisions of the code of conduct and members allowances;

-To maintain, contribute and keep up to date the council’s constitution;

-To assist, in liaison with the Scrutiny Officer, to identify, implement and deliver member development/training programmes;

-To undertake member support activities as required;

-To lead and develop the Authority’s Committee Management Software system, ensuring the best use of its functionality to support service delivery, in particular; the further development of improved service delivery, web information and automated systems as appropriate; ensuring adequate training and guidance is given to officers and Members using the system; and, being the primary source of advice and guidance to Members, Officers and other users;

-To represent the Authority on the regional and national user group meetings and forums for Modern Gov;

-Support the Head of Legal and Democratic Services in cross-authority continuous improvement activities;

-To assist the Head of Legal and Democratic Services by undertaking such activities as may be directed to ensure effective and efficient arrangements are made for conducting elections;

-To act as deputy to the Head of Legal and Democratic Services in relation to that postholder’s responsibilities for committee, scrutiny, member services.

  • A thorough knowledge of public law committee administration including the local Constitution, policies and procedures of the organisation so as to give immediate and confident advice within committee settings.
  • Significant local government experience within a busy democratic service team.
  • Experience of managing budgets.
  • Able to lead a team.
