About the job:

We are currently working with Northamptonshire County Council who are seeking a Recruitment HR Business Partner. You will play an important role in working along side the other HR Business Partners and also Opus LGSS who provide temporary recruitment solutions for Northamptonshire County Council on working on the recruitment needs/strategy for the organisation.

This is a temporary role with the potential to go permanent for the right candidate.

  • Be responsible for shaping and delivering the Recruitment Strategy for perm and interim.
  • Undertake contract management with OPUS to ensure supply chain engaged and investigating off contract supply routes if necessary.
  • Shape and oversee the delivery of  targeted permanent recruitment campaigns , working with comms etc.
  • Define strategy for maximum use of apprenticeship levy.
  • Be responsible for ensuring the CFN jobs website content is current and targeted to need.
  • Be responsible for the creation and analysis of weekly (agency) and monthly management information on vacancies, turnover, etc identifying trends and issues and creation of strategies and actions resulting from analysis.
  • Sit on CFN SLT as Recruitment Specialist.
  • Be responsible for designing and delivering specific recruitment focussed projects, eg agency conversion, international recruitment, accommodation allowance proposals.
  • Keep eyes on the  market  – oversees monthly market analysis, identifying threats, opportunities and risks.
  • Establishment control – monitoring of establishment, spotting issues, liaising between manager and establishment control to remedy.
  • Manage the recruitment team.
  • You must have experience specifically in relation to Children’s social care. Ideally you will have  experience of the social care workforce
  • Currently be of a sufficiently senior level as this is a key role which will be meeting weekly with the Director and the Children’s Commissioner , you will be the expert, shaping the perm and interim recruitment strategy.
  • Holiday entitlement of up to 31 days per annum, pro rata (including bank holidays).
  • Permanent equivalent council pay rates offered after 12 weeks.
  • 3% pension contribution from employer.
