About the job:

We are seeking an Information Governance to join the team at Northamptonshire County Council. The primary function of this post is to lead and oversee the operation of strong Information Governance across the Council. This involves a set of multi-disciplinary structures, policies, procedures, processes and controls which must to be developed, adopted and implemented across the business Intelligence and Governance function and the wider Council.

This is  temporary job for an initial three months, with the potential to go permanent subject to performance.

  • Working with various business partners to oversee and audit the internal and external information sets contained within the corporate wide information calendar. Ensuring that the necessary systems and processes are in place to deliver against these information requirements safely and within IMS guidelines.
  • Deliver key aspects of the information governance framework such as administration of the IM Board, delivery of IM training and annual IG tool kit submissions.
  • To develop and review the information sharing requirements across the Council’s various partners ensuring that the appropriate standards are in place within the Council for Information Governance and Data Security.
  • These must ensure the maintenance of full and accurate records of service provided and that records are kept confidential secure and accurate.
  • To carry out benchmarking activities with other authorities and external bodies to ensure that the Council’s information management strategy continues to develop in accordance with the external environment.
  • To horizon scan for changes in legislation and strategy from an Information Governance perspective and inform the senior management team of Business Information and Governance of the impacts, risks and actions needed to be managed or taken.
  • Working with the Customer and Place Manager to develop strong working relationships with external stakeholders (key partners) to ensure that all systems and developments deliver against the Information
  • Management strategy and corporate governance requirements of the Council.
  • To embed in every system the ability to analyse data to ensure that equality duties and accessibility requirements are corporately met.
  • Ensure that reasonable care is taken at all times for the health, safety and welfare of themselves and other persons, and to comply with the policies and procedures relating to health and safety within the department.
  • Carry out any other duties which fall within the broad spirit, scope and purpose of this job description and which are commensurate with the grade of the post.
  • Advanced level and understanding of information management systems and the importance of high-quality information and its use.
  • Experience of implementing information governance across a multi-disciplined area.
  • Experience of business process re-engineering/processing skills.
  • Knowledge of project management and project delivery.
  • Significant experience in data and knowledge management.
  • An understanding of how national government, local government and key partners operate.
  • Experience of delivering within complex organisational change and development environment.
  • Extensive knowledge of Data Protection Act and Principles.
  • Strategic analytical skills coupled with the ability to create a logical implementation and task plan.
  • Ability to work effectively with senior officers, presenting and challenging them with business improvement initiatives.
  • Ability to work closely with senior officers and staff inside and outside of local authority arrangements building strong relationships.
  • Able to think strategically and identify suitable and innovative problem-solving solutions, whilst managing complex sets of relationships and evidence of success in this regard.
  • Able to analyse and communicate complex information, issues and present information effectively and comprehensively both verbally and in written reports.
  • Strong ICT skills to support and develop work alongside excellent self organisation and co-ordination skills.
  • Ability to demonstrate awareness/understanding of equal opportunities and other people’s behaviour, physical, social and welfare needs.
  • Educated to a higher level (degree level qualification or equivalent) or relevant experience.
  • Evidence of commitment to personal development activity.
  • Holiday entitlement of up to 31 days per annum, pro rata (including bank holidays).
