About the job;

We are seeking a Policy officer with previous experience in children social care, to join the team at Northamptonshire County Council. The postholder will work within the Policy Performance and Planning team to act as an equalities policy research resource, horizon scanning and translating sometimes complex legislative information into understandable policy briefings.

This role is for an initial three months, with the potential to become permanent subject to performance.

  • Support the development of key strategies and policies ensuring that wider implications are considered across the Council and that the approach has a sound evidence base.
  • Support the development of a corporate policy agenda, with clear coordination and joined up work linking through to key County Council strategies and plans.
  • To act as a key officer in coordinating and facilitating the development, implementation and review of corporate and cross-cutting equality policy work; supporting and advising Cabinet, cabinet portfolio holders, scrutiny and other senior officers and councillors on the relevant policy.
  • Horizon scan and prepare policy briefings and reports from evidence base which are relevant countywide and to the organisation
  • Ensure that Business Intelligence and Performance Improvement presents a coherent image and approach within the county and beyond through maintaining effective working arrangements with all internal and external partners.
  • Support the objectivity of the BIPI function through constructive challenge of current delivery approaches, proactively seeking and recommending innovate ways of working.
  • Communicate and participate in performance management systems.
  • Work with others to secure and commission resources where appropriate to enable Business Intelligence’s ambitions.
  • Experience in a policy related position working to and/or involvement in the public/ private/community or voluntary sector, producing high quality documents.
  • Excellent awareness and understanding of equality legislation.
  • A developed understanding of evidence-based management approaches
  • Good understanding and awareness of determinants of disadvantage, deprivation and discrimination
  • Experience of improving outcomes or performance through work on strategy/policy development.
  • Experience of working within successful partnership/ collaborative models; with the ability to operate effectively with people at a range of levels, both internal & external to the organisation
  • Having a specialised function, such as equalities, research and information or strategy/policy development and implementation.
  • An understanding of how local government and other partners operate
  • Experience and political awareness of working closely with elected members and committees or their equivalent in public, private or voluntary sector organisations.
  • Able to identify suitable and innovative problem-solving solutions to equality issues
  • Highly developed communication and interpersonal skills, able to liaise, negotiate and work at all levels with members, senior officers, colleagues, partners and the public and able to analyse and communicate complex information/ issues and present information effectively and comprehensively both verbally and in written reports
  • Strong ICT skills to support and develop work, supported by excellent self-organisation and co-ordination skills and able to deliver projects to tight deadlines
  • Reliability under pressure and when facing complex workloads and stressful situations, with a willingness to take and make decisions
  • Developed research and evaluation skills, including the ability to assimilate a coherent overview from varying sources of information
  • Be able to analyse and communicate complex information/issues and present information effective and comprehensively both verbally and in written reports
  • Educated to degree standard or equivalent with demonstrated evidence ofpolicy partnership working
  • Holiday entitlement of up to 31 days per annum, pro rata (including bank holidays).
