About the job:

We are seeking a Principal Surveyor on behalf of our client, Northamptonshire County Council, to be responsible for the delivery of a case load including operational property management, valuations and transactions. You will also represent Estates within external environments in respect of operational property matters and represent the interests of key shareholders as appropriate.

  • Provide direction and technical advice to Estate Management team colleagues, as appropriate, or as directed by the Group Asset Manager
  • Provide good quality professional advice to Estates’ customers on estate management and valuation matters, and to advise Service Directorate colleagues on professional and technical issues
  • Contribute to the delivery of Managed budgets on target, including the delivery of any agreed savings and efficiencies targets
  • Deliver property disposals within appropriate timescales and in line with best value requirements, which contribute to the delivery of annual Capital Receipts targets
  • Carry out rent reviews and tenancy renewals/grants which contribute to the delivery of the annual revenue targets.
  • Have the ability to recognise and create opportunities for maximising returns from the wider property portfolio, to develop and lead innovative solutions to create added development value through investment and diversification.
  • Procure and manage external specialist consultants where appropriate to deliver outcomes on budget and to agreed timescales.
  • Manage stakeholders and ensure appropriate governance is completed to enable delivery of required outcomes
  • Implement processes and initiatives to develop and maintain a cohesive and consistent Strategic Assets function across all Stakeholders and Customers
  • Contribute to partnership working with internal and external stakeholders, to deliver collaborative initiatives, and implement improvements in cross-cutting working relationships
  • Undertake negotiations in high value and complex technical property issues on behalf of customers and Shareholders, providing high quality and professional advice to enable good decision-making
  • Up to date knowledge of Property Valuation, Property and Estate Management, Landlord and Tenant and Property Transactions

  • Thorough post-qualification professional experience in Urban/Rural Estate Management, including property management, valuations (including Fixed Asset Valuations for Accounting purposes) and transactions
  • Direct experience of dealing with complex and high-profile property cases in the public sector
  • Experience of formal project management techniques, Equality and Diversity issues, budget management and governance within a public sector environment
  • Experience of working with the private sector, and driving commercial opportunities from property assets
  • Experience of leading and managing teams of professional staff in ‘business as usual’ and through transformational change, and delivering planned
  • Business outcomes
  • Experience in influencing and
  • negotiating with internal and external stakeholders and customers, and of communicating ideas and solutions at all levels
  • Experience of direct responsibility for budget management and reporting, and successful delivery of financial targets
  • IT literate in all major applications
