About the Role:

We are seeking a Private Sector Housing Manager who can lead and motivate the Private Sector Housing Team to deliver outstanding performance, high customer satisfaction and value for money.

As Private Sector Housing Manager you will work as part of the wider Communities team to deliver outstanding services that ensure the health, safety & welfare of local residents and visitors and contribute to the delivery of the Council’s strategic objectives.

You will also support the Head of Communities to deliver the Council’s and Directorate’s objectives through joined-up service planning and flexible use of resources.

The Private Sector Team provides a critical front line service for Milton Keynes Council.  Its key role is to regulate the private sector and ensure that homes in the private sector are safe, warm and free from serious hazards.

As Private Sector Housing Manager you will ensure that the council complies with all statutory regulation, legislation and codes of guidance and when necessary take robust enforcement action in accordance with the corporate enforcement policy against those who fail to comply.

You will be professionally qualified and have at least two years senior management experience in the practical application of the legislative, regulatory and national/regional/local and political context applicable to the key areas of private sector housing.

  • Lead and develop a team of highly trained professionals to regulate the private rented sector.
  • Foster excellent internal and external working relationship to enhance service delivery.
  • Ensure that private sector housing complaints and disputes are recorded and dealt with in accordance with the Council’s policies and legislative framework.
  • Ensure the council complies with the Housing Act 2004, The Housing & Planning Act, Landlord and tenant Act 1985, Housing Act 1985 and all other relevant legislation and guidance.
  • Implement Government and Local Authority policy, regulations, procedures and guidance as it affects private sector housing.
  • Provide day-to-day advice and guidance to members, council senior management and colleagues and internal and external partners in relation to private sector housing.
  • Support the Service Director and the Head of Communities to develop the Council’s strategy, policies and procedures in relation to private sector.
  • Manage the budget in relation to private sector housing.
  • Develop and implement strategies, policies and plans relating to private sector housing, ensuring that these are communicated effectively and implemented to meet stated objectives and core values.
  • Provide effective operational leadership to staff, fostering a culture of empowerment and openness, ensuring effective processes are in place to recruit, develop, appraise, reward and retain staff; promoting attendance and performance, in line with Council policy.
  • Prepare reports for staff, managers of all levels and steering groups or other bodies as required. Monitor and review progress to ensure that specified projects deliver the required outcomes within agreed timescales, budget and quality standards.

  • In-depth knowledge and experience in the practical application of the Housing Health and Safety Rating System.
  • Extensive experience in the delivery of operational housing services.
  • Experience of leading, developing, motivating and managing teams of staff delivering a variety of services.
  • Experience of developing and delivering strategic plans that deliver corporate objectives
  • Experience of managing complex projects and initiatives.
  • Significant experience of leading outstanding customer focused services.
  • Ability to manage high workload and conflicting priorities.
  • Working knowledge of housing law and current housing issues.
  • Possess the degree or diploma in Environmental Health and have a minimum of two years relevant experience.
  • CMI level 5 or above in management or equivalent.
  • Membership of the Chartered Institute of Environmental Health
  • You will be professionally qualified and have at least two years senior management experience in the practical application of the legislative, regulatory and national/regional/local and political context applicable to the key areas of private sector housing.
  • Holiday entitlement of up to 31 days per annum, pro rata (including bank holidays)
