Opus LGSS are currently working with Milton Keynes Council on finding a Property Manager to join their team.

People

  • Responsible for a team of Senior Surveyors, Estate Surveyors, a Senior Property Technician and Property Technicians.
  • Direct day to day contact with colleagues in other services both as customers and consultees.
  • Direct contact with Senior Officers at AD & Director level and Members of the Council on a regular basis.
  • Regular contact with other senior property professionals – Solicitors, Planners, Accountant’s etc.

Financial

  • Directly responsible for income generation across the Council’s property portfolio including overseeing debt management and collection of arrears including court attendance.
  • Directly responsible for the generation of Capital receipts from surplus assets.
  • Indirectly responsible for maintaining building stocks and record systems.

Non-Financial

  • Directly responsible for the management of the Property Team and for assisting the Head of Property.

Other

  • The postholder may be required to work outside core office hours attending meetings & site visits
  • To plan prioritise ,allocate and deliver the Team’s work in a timely and cost effective manner.
  • To develop systems and procedures for managing the team’s work to include effective deployment on projects; monitoring performance and reporting to the Head of Property.
  • Manage, supervise and motivate team members including training, performance management, development needs and absence management in line with Council policies and best practice.
  • To carry out regular 1 2 1’s and bi-annual appraisals.
  • To recruit staff and supervise their induction.
  • Manage revenue budgets and project based capital spend.
  • To put into practice and ensure compliance with all Council procedures, including decision making, procurement and financial procedures
  • To manage complaints.
  • To ensure compliance with Health & Safety requirements.
  • To undertake landlord and tenant work and statutory processes for commercial, operational, agricultural and residential property. Managing the processes for income collection.
  • Managing the marketing and letting of vacant property both internally and through the use of external consultants.
  • To manage, inform and advise the Strategic Property Board on the best and most economically beneficial use of property and input into the estate strategy process
  • To plan, manage and undertake a variety of property valuations on a cyclical basis including annual Statutory Asset Valuations and insurance valuations, development appraisals & rent reviews
  • To undertake property inspections and carry out measurement in accordance with the RICS code of practice.
  • To undertake the acquisition and disposal of property including due diligence and instructing legal services
  • To ensure through management of staff that property databases and terrier system are updated in a timely manner and ensure management records are up to date at all times.
  • To liaise with colleagues, stakeholders, external consultants and contractors
  • To instruct manage and direct external agents and consultants and to evaluate their performance.
  • To work with other managers and officers across multi-disciplinary teams.
  • To ensure that the professional standards of conduct and service delivery of the RICS are adhered to.
  • To monitor general estate and property management matters including the relationship between landlord and tenant providing advice and financial reports on variance from budgets and managing debt.
  • To manage surveyors undertaking repairs and maintenance roles incorporating service charge assessments and end of year reconciliations.
  • To take responsibility for client based financial approvals including sign off of transactions.
  • To undertake all work within agreed budgets to an agreed timetable and to professional standards.
  • To communicate effectively with clients to understand their requirements and to deliver excellent customer service.
  • To effectively manage own case load, time and quality of work and to maintain continuing professional development.
  • To support the Head of Property in aspects of people management.
  • Holiday entitlement of up to 31 days per annum, pro
    rata (including bank holidays).
