About the Job:

As a Senior Delivery Project Manager working for Cambridgeshire County Council through Opus LGSS, you will manage projects (transport infrastructure) with minimal supervision, take ownership in preparing schedules, bids, forecasts and spend monitoring and report to the Greater Cambridge Partnership Executive Board.


The Greater Cambridge area of Cambridge and South Cambridgeshire is set to grow by up to 30% over the next 15 years – with the population rising by 65,000 to 338,000 by 2031 (from 273,000 in 2011).

Population and jobs growth means trips on the transport network will increase by between 25,000 and 44,000 by 2031 (from 101,000 in 2011).

If we carry on as we are by 2031:

-traffic in Cambridge will increase by over 30% in the morning peak

-traffic in South Cambridgeshire will increase by almost 40% in the morning peak

-the time spent in congestion will more than double.


The Greater Cambridge Partnership (GCP) aims to:

– ease congestion and prioritise greener and active travel, making it easier for people to travel by bus, rail, cycle or on foot to improve average journey time
– keep the Greater Cambridge area well connected to the regional and national transport network, opening up opportunities by working closely with strategic partners
– reallocate limited road space in the city centre and invest public transport (including Park & Ride) to make bus travel quicker and more reliable
– build an extensive network of new cycle-ways, directly connecting people to homes, jobs, study and opportunity, across the city and neighbouring villages
– help make people’s journeys and lives easier by making use of research and investing in cutting-edge technology
– connect Cambridge with strategically important towns and cities by improving our rail stations, supporting the creation of new ones and financing new rail links

This role is for an initial three months, with the potential to be extended until April 2020.


  • Provide leadership and direction within the assigned group of projects.
  •  Inspire and motivate project staff.
  • Ensure the effective delivery of major projects that improve transport infrastructure network and the services that utilise it.
  •  Provide advice to, and act as a centre of expertise within GCP Transport.
  •  Programme on the delivery of the transport infrastructure network.
  • Provide detailed technical reports to the GCP Executive Board in a timely and efficient manner, ensuring engagement with stakeholders, and clear requirements of project details, timescales and delivery requirements.

Programme Management, Procurement and Delivery

  • Actively lead with colleagues across the directorate, the Council and our partners to ensure major projects are delivered in the most efficient, effective and co-ordinated manner and represent VFM.
  •  Implement robust forward and integrated work programmes with clear identification of delivery mechanisms, decision points and governance processes.
  •  Ensure efficient and value for money procurement strategies are developed, implemented, monitored and reported.
  • Ensure all measures are incorporated in projects and work programmes to minimise and mitigate all risk and adverse impact on the environment, communities and businesses.
  •  Ensure projects and work programmes take due regard to the needs of all users of the network, especially those who are vulnerable or have particular needs.
  • Advise Councillors informally, and through formal reports, on the planning and delivery of individual projects and the development and delivery of the work programme.

Financial, Contract and Risk Management

  • Manage, control and monitor the programme of works. Ensure monthly progress reports on expenditure, and bids for funding are prepared and submitted in a timely way. Report any variances to the GCP Transport Director.
  •  Report on a monthly basis the forward expenditure plan for GCP Projects, identify expenditure shortfalls and capitalise on alternative funding options.
  • Manage agreed project budgets within agreed tolerances and proactively identify budget risk and constraints, developing in agreement with GCP Transport Director suitable mitigation strategies and actions to manage accordingly.
  • Prepare and manage a live Project Risk Register in accordance with corporate guidelines, and provide regular reporting and programme updates through the Programme team
  • Ensure compliance with all relevant Health and Safety legislation and best practice in the planning, design and delivery of projects and work programmes.
  • Ensure contractual process are developed and followed.
  •  Provide advice and support across the Directorate on the Construction Design and Management Regulations.

Partnership Working

  • Engage and lead on relationship management with key partners such as our service provider, the District Councils, Department for Transport, Highways England, Network Rail, Environment Agency, Combined Authority, Community Groups and others as required, to deliver infrastructure projects that meet the GCP’s and partners’ objectives.

Communication and customer focus

  • Ensure that customer focus is promoted as a core value and customer care is embedded in project teams. Projects should meet the needs of users and the local community by actively seeking input from local communities, businesses, Councillors, key stakeholders and potential users, throughout the development and delivery of work, aligning fully with GCP Executive Board expectations.
  •  Ensure effective consultation processes to inform the public about proposals and seek their views. Accurately report those views to the GCP and members to assist in decision making.
  • Ensure the community, businesses, Councillors, the media, partners and stakeholders are kept informed and given timely updates about progress on the delivery of projects and work programmes.
  •  Proven track record of project management of the delivery of major transport projects
  • Ability to manage senior stakeholders in a complex organisational environment including the ability to operate in challenging political environments and excellent written and verbal communications
  • Agility to work across different types of transport scheme delivery including road, public transport, sustainable transport and rail.
