About the job:

As a Transformation Manager working for Cambridgeshire County Council through Opus LGSS, you will offer a strategic oversight of critical programmes of work both at an organisational and wider (public service) system level, leading / implementing specific projects

This job is for an initial three months with possibility to be extended to six months

  •  Provide effective leadership and direction for your team by communicating the vision, objectives and values of the team and the organisation.
  • Establish and implement methods to bring about culture change and organisational development with a focus on building a confident, energetic and customer focused organisation.
  • Encourage team working across the structure, by leading the development of cross-departmental and corporate working to improve the Council’s capacity and the ability to deliver.
  • Lead a team responsible for the successful delivery of: The identification, development and delivery of the council’s ambitious transformation agenda. Expanding the capacity and capability of the organisation to meet future challenges through innovation and new ways of working.
  • The council’s programmes and projects to time, cost and quality to deliver CCCs corporate objectives. Manage governance arrangements, risk and issue management, benefit realisation and conflict management.
  • The identification, development and delivery of coordinated strategies to enable the council to deliver its corporate objectives.
  • As part of the corporate service management team identify priorities and establish the most effective deployment of resources to meet the delivery of agreed outcomes to time, cost and quality.
  • Build and maintain effective working relationships with a wide range of internal and external colleagues and stakeholders to ensure development and delivery of a wide range of strategic plans that enable the council to meet its stated objectives.
  • Use a broad range of information and insight to develop evidenced based recommendations that challenge and inform strategic decisions to support the organisation’s goals.
  • Create an environment within your team that actively seeks commercial opportunities and challenges the effectiveness of current systems and processes to ensure optimum use of resources.
  • Create an environment where the team and individuals challenge existing process and procedures to improve operational efficiency and service delivery developing new systems and processes to meet the changing needs of the council and its partners.

Successful candidates are likely to be educated to degree level or equivalent and have experience of managing organisational and/or cultural change.  Excellent communication and leadership skills are required to challenge for positive outcomes.  A knowledge of programme and project management or strategy development/commercial skills/business analysis together with a comprehensive understanding of the political and economic environment in which local government operates is also required.

  • Holiday entitlement of up to 36 days per annum, pro-rata (including bank holidays) where applicable
